Quality Manager with experience in:

  • Design-build, design-bid-build and innovative project delivery strategies such as integrated Project Delivery (IPD)
  • Managing a hybrid on-site/remote-work team

Seeking a highly organized and motivated Quality Assurance Manager to provide quality leadership for the engineering, procurement and delivery of a major transportation infrastructure project. Work closely with a blended team of consultant and agency personnel to clearly and effectively implement a range of contract and project delivery types, including design-build; design-bid-build; construction manager/general contractor (CM/GC); CM-at-Risk (CMAR), CM/GC-DB hybrid and public-private procurement models, all under the rubric of an Integrated Project Delivery (IPD) model requiring open and clear communication. Responsibilities will include establishing a QA program; defining the scope and draft QA policies, procedures, standards and plans; analyzing the relevant processes and controls; understanding all roles and responsibilities of key personnel and contractors; and designing the QA system to identify logical or process-specific issues of all program and project delivery functions.

Key experience includes development of quality management plans and systems for design-build contracts; oversight of a public Agency procurement process; and a clear understanding of public contract administration.

Well-qualified candidates will be analytical, focused on results and efficiency, able to work independently, able to communicate effectively to senior management members, self-driven, have a passion to solve complex problems, be a quick learner with willingness to flex into new areas, and have strong relationship building skills. We are looking for someone with exceptional communication skills, who is comfortable taking initiative, can provide structure to ambiguity, and can partner with developers and other Project Managers to get work done. Experience in transportation infrastructure is a must.

Job requirements:


Requirement Note


  • Bachelor’s degree is required; advanced degree is preferred
  • Minimum 8 years experience in transportation infrastructure quality management
  • Minimum 5 years experience leading Quality assurance teams and projects
  • In-depth knowledge of QA methodologies in a transportation project management roles and requirements, including Project Management, infrastructure asset management, rail transit system operations, risk management and mitigation, IT systems integration for project and document control functions
  • Effectively communicate the QA program standards and expectations to all levels of the organization
