Discipline: Transportation and Utilities Right-of-Way Project Management

 Team seeks a Utilities and Right-of-Way Project Manager with experience in:

  • Public transportation
  • Rail transit
  • Design-build, design-bid-build and innovative project delivery strategies
  • Utility design, procurement, coordination and delivery

This major transportation infrastructure project comprises a design-build tunnel component, construction of 4 stations in an urban setting, and numerous private sector interfaces at and below street level. The successful candidate will have comprehensive legal knowledge of real estate issues and utility construction requirements in the Bay Area; superior capacity to interpret maps, blueprints, property records to ensure acquisition of the appropriate rights and permits for the project; be an adept researcher of databases and other sources of property ownership and records; be highly organized, and efficient coordinator of information and a capable manager of junior staff; be collaborative in his/her approach to resolution of complex interests, offering solutions that are agreeable to all involved; exhibit superior communications skills, being capable of tactful, skillful dispute resolution.

You will provide leadership and drive utilities identification and relocation performance on a large public transportation infrastructure project involving multiple construction packages. Your team will be responsible for utilities design, coordination and construction delivery across the project life cycle, interfacing with designers, engineers, design-build contractors and a wide range of third-party stakeholders. Your and their responsibilities, which will be supported by other technical staff, will include:

  • Review the project scope, boundaries and mapping systems, verify ownership of impacted properties
  • Negotiate acquisition of property rights, establishing a positive relationship with property owners
  • Assuring legal compliance of all elements of the utilities relocation package(s)
  • Coordinate consultations with local officials, inspectors, and assessors to determine the required permits and licenses, then organize and deliver all the required documents for obtaining such permits.
  • Coordination and collaboration with engineers to produce an advanced utility relocation package that minimizes disruption to residences and business owners throughout the project corridor
  • Negotiate utility relocation contracts on behalf of the agency
  • Oversee relocation activities, inspecting worksites to ensure that the project remains compliant with laws and permits, and mitigate damages to property.
  • Process claims from property owners, drawing upon knowledge of the property both before and during the project to assess the legitimacy of claims, then supporting agency personnel in successful negotiations.
  • Manage project budgets and cash flow using project controls tools and earned value analysis
  • Lead, assist with, and/or supervise preparation of monthly progress reports and invoice packages
  • Provide meaningful mentorship to junior personnel across the organization

You must be located in the Bay Area, CA or be willing to relocate.


  • Bachelor’s Degree in Civil Engineering, Architecture, Construction Management, Real Estate or Business is desired
  • At least 8+years of experience in utility design and relocation on public transportation infrastructure projects
  • Strong written and verbal communication skills
  • Problem solving skills
  • Strong organizational skills
